While serving as City Manager in both Osage City, Kansas and Parsons, Kansas, I had the pleasure of working with Dave Emig and his staff on several projects, including the Osage City Aquatic Center and the master planning of a new aquatic center in Parsons.

I have always appreciated Dave for his direct style and his loyalty to his client. Through my experiences with Dave, I always knew I would get the straight story and that he would deliver it in a professional and understandable manner. I also learned that Dave is a strong advocate for his client and he always took the lead in dealing with any issues or problems with the general contractor. Just as important, Dave understands smaller communities and he has a long track record of creating successful projects in rural Kansas communities. Dave works well with people and as the chief executive for the City I have always found him to be extremely enjoyable to work with.

Dave Emig and his staff were retained by the Kansas Bureau of Investigation on two occasions to perform “on-call” architectural services.  The first project involved proposed remodeling to our office building in Great Bend for expanded laboratory space, and the second was a major feasibility study involving the proposed relocation of KBI headquarters to State Complex West in Topeka.

In both instances, I found Emig and Associates’ performance outstanding in helping us develop a specific architectural plan and strategy for expanding and improving our work environment.  Beyond their technical capabilities as professional architects, one of the strengths of Dave and his staff was their ability to effectively communicate with KBI personnel to understand our needs as a state law enforcement which provides a large range of services across the state – investigative, records and communications and forensic analysis.

At the conclusion of the feasibility study to relocate KBI headquarters, Dave played a major role in our presentation to the Joint Committee on State Building Construction.  Emig and Associates provided a comprehensive, creative and progressive strategy for solving our critical work environment problem.

Dave Emig’s leadership and direction of this major project was exceptional in all aspects.  During the initial planning stage, Dave worked closely with the music faculty to develop plans that were workable within the project budget. and best suited specific needs of the revision.  He supported and assisted in our review of similar projects in Kansas and Missouri. His efforts to listen and respond to faculty needs and suggestions resulted in project blueprints that best utilized the existing spaces and the constraints of state requirements.

Throughout the planning and construction, Dave worked closely with consultants to address the unique building need for acoustical provisions that could support an intense and active music instruction environment. Dave also engineered the project addition to compliment the architectural design of the original building; the end results have far surpassed our expectations.  I can attest that Emig and Associates produce the results as promised.

We selected Mr. Emig because of his experience and reputation serving as architect of a number of local libraries.  We visited the buildings in Burlington, Madison, Gridley, Lebo, Waverly, Seneca, Leroy and Osage City.   We found each of these Emig designed buildings to be well planned and unique, showing the characteristics of each community.  We visited with all of the librarians at each location and others who were involved in the building plans; we found that they all had the highest regard for Mr. Emig.

Since we have been working with David, we have discovered that we made the right choice.  In our dealings with David, we have found him to be very honest, helpful, interested, and most of all, able to design a building that the City of Winchester will be proud of for many years to come.
